Abstract
Reading competence is one of the main challenges of education. The educational system works to develop this competence in all students, although there are imbalances in its conceptualisation. This article aims to explore the nuances of the concept through a longitudinal review of educational laws in the democratic period. The legal study is triangulated with the contributions of academic literature. In addition, as specified in the primary education stage in Catalonia, as an example, the implementation of the concept is analysed through the sixth-grade evaluation test and the reading promotion programmes within formal and non-formal spheres. The intention of the article is to seek contributions that help all children and young people to be able to read a text, understand it and reason critically.
