La relación de la universidad con la sociedad es una actividad cada vez más cotidiana con diversas prácticas sociales, la investigación supone que la Universidad tienda a buscar las formas de vinculación con la industria farmacéutica, que el Estado tenga un papel importante en la vinculación entre el conocimiento innovador de la Universidad y las empresas. La utilización del modelo modificado de la triple hélice de Etzkowitz, fue una herramienta útil para ubicar, la vinculación de la universidad y las problemáticas sociales y económicas que presenta actualmente la sociedad mexicana, la misma, es un proceso que puede ajustarse a las necesidades de cualquiera de los tres agentes de la vinculación. El eje que integra la academia y la investigación es el Estado que puede facilitar las acciones de vinculación en los llamados pares institucionales, empresa- Estado, Estado-Universidad; Universidad-Empresa, en un área de intercambio trilateral, El Estado debe ser un motivador e impulsor de la vinculación entre la universidad y la empresa, a través de políticas entrelazadas y conformadas en investigación y desarrollo tecnológico, que tengan como fin la implantación de políticas industriales que busquen la competitividad y productividad que necesita el sector farmacéutico nacional para situarse en una perspectiva competitiva a nivel mundial.
